Elon did this in reply to a Ukrainian government official who had sent a tweet and asked Musk to provide internet access to the country via Starlink. The call came after widespread internet outages had rolled throughout Ukraine as Russia invaded.
Starlink is a space-based internet which SpaceX has been building for years. The original intent and designed was to bring internet access to underserved areas throughout the world. There are nearly 2,000 Starlink satellites orbiting Earth more than 340 miles from the earth’s surface.
